While there is a lot of overlap between our existing organisational plans, we need a common vision and a single set of common goals to guide our work.
We are keen to work as though we are a single organisation, with a single leadership team and (where possible) shared governance arrangements. Wherever possible, we will reduce duplication and waste. We will set up, or continue, programmes of work that will deliver our shared goals and make best use of the ‘Fylde Coast pound’.
Practically, it means health and care organisations working together on a formal basis to agree priorities and make joint decisions. It also means organising ourselves differently to ensure that we have multi-disciplinary clinical and non-clinical teams working to common goals. This is about us working more collaboratively. The organisations involved will retain their statutory responsibilities and are therefore developing a governance structure that reflects this and recognises the interests of patients and the public.
NHS Blackpool and NHS Fylde and Wyre CCGs now have a single integrated executive management team. The new arrangements give staff clearer lines of reporting and accountability. It also improves efficiency and reduces duplication.
The ICP partnership arrangements are formalised through an agreement called a ‘memorandum of understanding’ (MoU) with NHS England and NHS Improvement. This MoU will initially involve a partnership between the three NHS organisations with the local councils also signing-up to this subject to formal agreement.
Our main areas of focus have been grouped into ‘transformation programmes’. These coordinate the relevant work ongoing across all of the partner organisations in the following categories:
- Integrated primary and community care
- Urgent and emergency care
- Planned care
- Corporate services
